Steve Tilton

Senior Vice President, Ogilvy Government Relations

Steve Tilton is a senior vice president at Ogilvy Government Relations, providing strategic counsel to a variety of the firm’s healthcare and bio-pharmaceutical clients.  Steve has extensive experience advising executives and Members of Congress on programs within the Centers for Medicare and Medicaid Services (CMS) and the Food and Drug Administration (FDA).  He develops comprehensive advocacy programs that improve the policy environment within Medicare, Medicaid and the FDA.  In addition, Steve has experience with many other public programs impacting life sciences companies.

Prior to joining Ogilvy Government Relations, Tilton served as Vice President for Federal Affairs at the Pharmaceutical Research and Manufacturers of America (PhRMA).  He managed political and policy activities as part of the senior executive team.  Steve was intimately involved in planning and execution of PhRMA’s health care reform efforts.  Steve served as the lead congressional liaison during reauthorization of the fourth version of the Prescription Drug User Fee Act (PDUFA), which was included in the Food and Drug Administration Amendments Act of 2007 (FDAAA).  He was the point staff person during Congressional consideration of the Deficit Reduction Act (DRA) of 2005. 

Before arriving to PhRMA he served as Associate Vice President for the Advanced Medical Technology Association (AdvaMed) where he coordinated policy development and strategy on Medical Technology issues.  During his time with AdvaMed he was the key staff negotiating and completing needed changes to the historic Medical Device User Fee program.  Tilton also previously served as the Health Policy Coordinator for the House Committee on Energy and Commerce. 

Tilton received a Masters of Social Work from the University of Michigan and a Bachelor of Arts degree in Social Work from Michigan State University. He currently resides in Takoma Park, Maryland, with his wife and four children.
