• Todd Novascone

    Principal

    Todd Novascone is a former member of the Kansas House of Representatives. He served 12 years as chief of staff to Senator Jerry Moran (R-KS), in both the House of Representatives and the United States Senate, and managed his first successful Senate campaign in 2010.

    As Moran’s chief of staff, Novascone helped the senator usher in the 21st Century Cares Act and saw the bill ultimately signed into law. The bipartisan landmark legislation accelerates the discovery and development of new cures and treatments for rare disorders and cancers. Getting this bill across the finish line involved securing a record level of funding through the appropriations committees. Throughout his time with Senator Moran, Novascone worked closely with key decision makers on the Appropriations and Commerce committees, securing funding for major legislation ranging from transportation to data privacy initiatives.

    Novascone’s extensive state, federal, and political experience has contributed significantly to the legislative and political success of Ogilvy’s clients since he joined the firm in 2017. Working in the areas of telecommunications, banking, insurance, criminal justice, and health care, Novascone has used his expertise, specifically in the appropriations space, to secure funding and report language for Ogilvy’s clients.

    In his three terms in the Kansas Legislature, Novascone was vice-chairman of the Commerce and Labor Committee which dealt with transportation and small business issues. Specifically, he worked the state highway plan and broadband deployment while advancing tax-based economic development incentives and liability insurance reform for employees.

    A native of Wichita, Kansas, Novascone has served as vice president of the Kansas State Society since 2017. He holds a BBA in accounting from Baylor University in Waco, Texas. He lives on Capitol Hill in the District of Columbia.
